  • To implement the laws, rules, and regulations required by the Civil Service Commission

 


Prov’l. Planning & Development Office

  • Formulate integrated economic, social, physical and other development plans and policies for consideration of the local development council
  • Conduct continuing studies, research and training programs necessary to evolve plans and programs for implementation
  • Integrate and coordinate all plans and studies undertaken by the local government unit’s various functional groups or agencies

 

SP-Prov’l. Board Secretary

  • Provide support in the performance of the function of the legislative department. It acts as the channel to various local government units and other organizations in facilitating legislative initiatives by the Sanggunian. Also acts as the official record keeper of the Legislative Department and is responsible for the custody of local archive
  • To assist the Local Chief Executive in the preparation of the Executive Budget and provide technical assistance to the Sangguniang Panlalawigan in the initial review of the Annual & Supplemental Budgets of the 23 municipalities of Eastern Samar

 

Prov’l. Treasurer’s Office

  • Takes custody and manages provincial government funds including its disbursement

 

Prov’l. Accounting Office

  • Takes charge of both the accounting and internal audit services of the Provincial Government of Eastern Samar

 

Prov’l. Assessor’s Office

  • To establish a list of all real properties whether taxable or exempt in the province of Eastern Samar

 

Prov’l. General Services Office

  • Acceptance of supplies, materials and equipments for the provincial government
  • Maintain and supervise janitorial and security services
  • Make inventory for all provincial properties
  • To safeguard all government properties
  • Make and keep memorandum receipts for all provincial receipts

 

Prov’l. Legal Office

 

 

Prov’l. Veterinarian Office

  • To provide effective and efficient veterinary services for the Provincial Government of Eastern Samar

 

Office of the Prov’l. Agricultural Services

  • To increase productivity and the income derived from crops and fisheries sectors through improved and climate adaptive-package of technologies

 

Prov’l. Social Welfare and Development Office

 

 

Prov’l. Engineering Office

  • To control and supervise all public financed out of local funds, to manage and inspect the performance and activities of the various divisions under it, including personnel. To provide support for Eastern Samar development council and it agencies. To coordinate with national agencies.

 

Prov’l. Health Office

  • To oversee the implementation of the following health program
  1. Public Health Program
  2. Environment Health Sanitation
  3. Maternal & Child Health Sanitation
  4. Disease Prevention & Control Services (Communicable & Non-Communicable)
  5. Health Education
  6. Hospital Operation & Control Service (Communicable & Non-Communicable)

As such PHO also provides

  1. Technical assistance to all Rural Health Officers and staff (RHU’s/BHS’s) in all the municipalities of the province
  2. Technical supervision and coordination among hospitals in the province
  3. Linkages between the hospital and public health facilities
  4. Exercise administrative function in each division/service
  5. Exercise coordinative function among stakeholders, municipal LGU, DOH & other development partners (GO’s & NGOs).

 

Eastern Samar Prov’l. Hospital

  • To deliver quality health care that are known to be safe, affordable and accessible for the people of the entire City of Borongan as well as other patients referred to from other municipalities of Eastern Samar

 

Prov’l. Warden’s Office

  • Administration of Provincial and Sub-Provincial Jails
  • Custody and delivery of inmates who are either;
  1. Detention prisoners
  2. Insular prisoners awaiting transfer of the confinement to the national and regional penitentiaries
  • Provide a variety of rehabilitation programs to provincial prisoners, designed to change their pattern of criminal or anti-social behavior

Eastern Samar Provincial Disaster Risk Reduction & Management Office

To set the direction, develop, implement and coordinate DRRM Programs for the attainment of disaster-resilient & CCA adaptive communities in the province
